2022 Kaohsiung City Low-Carbon and Sustainable Homeland project

In response to the global “Net-Zero” commitment raised among the countries, Kaohsiung city has announced the “Kaohsiung Race to Zero 2050”, with the establishment of “Kaohsiung Net Zero City Self-Governance Regulations” and the initiation of “Net-Zero Industry Alliance” and “Roadmap to Net-Zero”. Combining these pathways, the goal and policy of carbon emission reduction will be put in practice. Among the four transitions, lifestyle transition is the most relevant to the citizens. With the lifestyle transition, the idea of net-zero can be solidly applied in everyday life and transmit to the social transmission easily. The implementation of this project aims to raise public awareness of net-zero green life, energy saving and carbon reduction, and climate change, in the meantime, encouraging them to participate in the tasks of low carbon and sustainable homeland while assisting the city government in promoting green transformation and other climate change related actions. The main goal is to implement specific measures for adaptation in Kaohsiung City, and to promote the participation of EPA’s Low Carbon and Sustainable Homeland Certification Mechanism in communities to demonstrate Kaohsiung City’s achievements in sustainability. The implementation of the project includes “promoting low carbon and sustainable homeland related tasks”, “counseling and assisting communities to participate in certification and rating”, “counseling and assisting greening and cooling for buildings within Kaohsiung’s regions”, “promoting community-based climate change adaptation training and demonstration”, “promoting energy-saving improvement in public and private places”, “promoting media promotion for low-carbon and sustainable homeland or climate change”, as well as “holding low-carbon diet activities”. In the annual low carbon and sustainable homeland project’s assessment and performance report, it already addressed the essential information and results of the first half year. The performance and overall project result is expected to declare before 30th, December. In 2021, the “Technical Consulting and Evaluation Review Group Meeting” and the Low-Carbon and Sustainable Homeland cross-sectoral meeting acted as a platform for communication between bureaus and district offices, in order to jointly enhance the effectiveness of project implementation. In addition, counseling operations have accomplished for 99 (villages) communities which registered to participate EPA’s low-carbon and sustainable homeland certification. The service of counseling and assisting the communities of obtaining certifications has been provided and especially focused on communities with silver-medal potential for the last three years. As a result, the Alian District has acquired silver certification this year. To be added, 5 villages have acquired the copper certification while 32 villages have successfully enrolled this year. The cumulative number of successful registrations has reached 536 (including 4 silver and 55 bronze certifications for villages, as well as 477 successfully registered). There had been a considerable growth rate in the number of successful registrations, from 51% (2020) to 57% (2021), and we will continually increase the amount of certification in the future. As for counseling and assisting buildings to promote low carbon and sustainable action within the city’s jurisdiction, low-carbon initiatives in the twelve communities have been completed. In general, the public is more aware of the promotion of equipment energy saving (the use of energy-saving appliances and energy-saving lamps). It is estimated that the total annual carbon reduction can reach 11,024 kgCO2e. Regarding the demonstration of raising adaptation and resilience of climate change, adaptation facilities have been installed in the Baushe village in Dashe District to raise future disaster reacting ability of the neighborhood. The demonstration of promoting low-carbon in schools can be found in Hongmaogang Elementary School and Hua Shan Elementary School for improvement and replacement of lamps. Total annual carbon reduction could reach 5,440 kgCO2e. Moreover, 2 demonstrations of government agencies are implied, inter alia, the installation of communication and energy management system in the reward facility in the southern district waste management plant and installing the LED lightings in replacement for the low energy-efficient lightings in the Net-Zero Office and the surrounding conference rooms in Kaohsiung Environmental Protection Bureau. The demonstrations of government agencies are estimated to reduce annual carbon emissions about 2,830 kgCO2e. The dual implementation of energy-saving and carbon-reduction is not only about policy formulation or low-carbon technology research and development. More importantly, it is necessary to build consensus and knowledge for local public, and it is the core principle that action can be widely promoted and thoroughly implemented. In order to enhance the city’s image of low carbon, as well as accelerate the action of energy-saving and carbon reduction, we will keep encouraging more districts (communities) to participate in low carbon and sustainability.
